抗日战争时期，日方搜刮中国大批文物，而这批文物的藏宝图胶片被台湾间谍“宝岛七十二号”（叶子楣 饰）得到，日本间谍猪木（葛民辉 饰）与马场（林海峰 饰）赶赴香港，将七十二号击伤，谁知却惊动了正在表演的一支女子乐队，七十二号在临死前将胶片藏在乐队经理人Trccy（泰迪罗宾 饰）的车上，Trccy报警得以结识女警阿芝（利智 饰）。日本方面怀疑Tcrry亦为间谍，派出猪木马场全天候跟踪调查，与此同时，台湾政府的间谍首领“宝岛一号”（胡慧中 饰）向Trccy说明情况，然而此时Trccy并不知七十二号将胶片藏在何处。阿芝受警方委派，为Tcrry提供贴身保护，令后者心花怒放，而阿芝的真实身份是日本间谍“北海道一号”，群谍现身，最后赢家是谁？。St. Jude Square is a neighborhood living in fear and despair. The dueling gangs of local kingpins Dash and Antuan terrorize the streets and the citizens live without a shred of hope... until mysterious stranger Ryan Hong (Cung Le) arrives in town. He begins to play one gang against the other using his unparalleled martial arts skills, and by calling on the teachings of his brilliant mentor Tiano (Jean-Claude Van Damme) to find the strength to battle back. However, just as he begins to bring the community under control, Hong is confronted by Mr. V, the town's ruthless and corrupt police chief.
