刑警队长陈飞（孙红雷 饰）从警多年，这次抓捕重犯杜刚招致配合抓捕的钢厂李未成（李强 饰）总经理受伤，加之老搭档胡建国遭人刺杀，使陈飞陷入自责苦闷之中。由于怕因痛失好友的陈飞情绪失控，局长将胡建国被杀案交给了新来的重案组长。陈飞不满局长的决定，他决定单枪匹马、只身虎穴调查此案，以告慰战友天上亡灵。种种迹象把怀疑的目光投向了钢厂李未成，而面对步步紧逼的陈飞，李未成剑走偏锋，买通医生纪雪菲（董晓燕 饰）诬陈飞患有精神疾病。陈飞依靠苏兆龙（王奎荣 饰）暗中支持逼迫李未成交待了自已的罪行，并反水倒戈供出了幕后操纵者——钢厂董事长何静宜（王馥荔 饰）……。Each year, a father films his daughter on her birthday, asking her the same questions.
