世纪之交，沙尘暴在鄂尔多斯高原肆虐，“沙进人退”的悲剧愈演愈烈。与此同时，一场羊绒大战正在上演。羊绒的迅速升值，促使羊群迅速膨胀，而随着“羊进草退”的“草畜矛盾”日益尖锐，生态环境的恶化为人类敲响了警钟。新上任的旗委书记腾格里深刻理解中央关于“转变经济发展方式”、“人与自然和谐共处”的治国理念，痛定思痛，向传统挑战。他从岳父岳母用几十年心血和汗水在沙漠腹地创建出的“天堂草原”得到启示，决心从禁牧、休牧、轮牧、舍圈饲养、以草定牧等一系列措施入手，促使生产方式转变，走出一条人与自然和谐发展的道路。这场变革引发剧烈的矛盾斗争，政坛上以副旗长巴根为代表的既得利益者，以前旗委书记艾力为代表的保守势力，以大姐夫为代表的受益于山羊养殖的牧民，以小舅子为代表的羊绒贩子等，对腾格里所实施的变革设置重重阻力。腾格里冲破艰难险阻，闯出一条“绿进沙退”的康庄之路，谱写了一曲人与自然和谐相处的华彩乐章。。In this bitingly satirical film Peter Slovan, a continuous source of trouble for the film functionaries of the socialist Slovakia, tackles an evergreen topic – the corruptive effects of power. Barnabáš Kos, a triangle player at a symphonic orchestra, is suddenly promoted to serve as the head of the said institution, even though both he and his superiors deem him completely unfit for the task. Encouraged in equal parts by this unexpected recognition and the servile praise of his colleagues, Kos’s modesty starts to gradually vanish. The erstwhile bashful and aloof percussionist quickly becomes aware of the advantages of his new office, and begins to realise his increasingly ludicrous artistic ambitions. Ultimately, the submissive marionette turns into a source of public humiliation, and his astonishing career finds an abrupt end. Orchestra serves here as a microcosm that grotesquely reflects the absurd and tragicomic mechanisms of the paranoid apparatus of power.
